Emergency Unemployment Insurance Stabilization and Access Act of 2020 5000 3333 Balance Point Team

Part of the Families First Coronavirus Response Act, this Act provides $1 billion in 2020 for emergency funding to states for activities related to unemployment insurance benefit processing and payment. It includes the following changes:

  • Individuals may apply for unemployment benefits online or via telephone;
  • There is no longer a one-week waiting period;
  • Employees do not have to be actively searching for other employment to receive unemployment benefits;
  • Employers impacted by COVID-19 will not be responsible for benefits paid resulting from these changes.

Effective date: April 1, 2020, and ends on December 31, 2020

Employers will be required to notify laid-off workers about potential Unemployment Insurance eligibility. The U.S. Department of Labor has prepared a notice with model language.
